Joseph Ilcus

Joseph Ilcus, MBA, MSHA, CHC is an accomplished healthcare compliance and operations executive with more than 25 years of experience leading enterprise-wide regulatory, accreditation, and risk management functions. He brings a strong governance orientation and a proven ability to build scalable compliance infrastructures that support growth while ensuring adherence to complex federal, state, and accrediting body requirements.

Mr. Ilcus has served as Vice President of Compliance for Aliya Health Group, a multi-state provider of behavioral health services. In this role, he has been instrumental in the organization’s rapid expansion from 3 to 34 inpatient and outpatient facilities across eight states. He oversees enterprise compliance operations, including licensing, accreditation, audit and monitoring programs, risk management, incident reporting, medical records, and regulatory training. He has led more than 15 successful Joint Commission accreditations and numerous state licensure processes, strengthening organizational readiness and performance under regulatory scrutiny.

Throughout his career, Mr. Ilcus has demonstrated a consistent entrepreneurial ability to design and implement comprehensive compliance programs that reduce risk, improve documentation and billing integrity, and foster a culture of compliance. His leadership has resulted in measurable positive outcomes, including reduction of insurance overpayment exposure through targeted audit and training initiatives.

In prior roles, Mr. Ilcus held senior compliance and quality leadership positions with national healthcare organizations, including Advanced Recovery Systems and an American Addiction Center. 

He has built compliance frameworks from the ground up, led multi-state quality and accreditation programs, and supported organizations through periods of significant operational growth and regulatory complexity by wearing many hats with diverse responsibilities.

Earlier in his career, he served as Compliance Officer for a leading Medicare durable medical hospital equipment supplier and top national mail order medical supply companies where he directed audit response strategy and enterprise training programs.

Mr. Ilcus holds a Master of Business Administration and a Master of Science in Health Administration from the University of Colorado Denver. He is also a Certified Healthcare Compliance professional (CHC) through the Health Care Compliance Association (HCCA).
